摘 要:传统数据分析刻画河北省结构性就业矛盾时存在不足,就业数据分散且有效信息不充分,就业结构偏差刻画不够精准;就业数据与产业、教育数据缺乏横向联系,制约人力资本政策的精准性及有效性。河北省应当依托大数据技术,构建基于人才调研的人力资本大数据,实现就业偏差的深度刻画;基于就业大数据分析,建立紧缺人才信息普及与政策导向信息平台,引导区域人才储备与培养;针对就业偏差分析,提升区域人才教育与培训质量。实践中应当注重区域人才调研大数据分析中调研方案设计的科学性,拓展调研分析的深度,保持人才供求数据库的开放性,满足就业结构动态调整的需要。The traditional data analysis of structural employment contradictions in Hebei Province has some shortcomings,such as scattered employment data and insufficient effective information,and inaccurate description of employment structure deviation.The lack of horizontal connection between the employment data and the industry and education data restricts the accuracy and effectiveness of human capital policy.Relying on the big data technology,Hebei Province constructs the big data about human capital based on talent survey to realize an indepth description of the employment deviation.Based on the employment big data analysis,it establishes information popularization and policy guidance information platform of scarce talents to guide regional talent reserve and cultivation.Aiming at employment deviation analysis,it improves the quality of regional talent education and training.In practice,we should pay attention to the scientificity of the research plan design in the big data analysis of regional talent research,expands the depth of investigation,and maintains the openness of the database of talent supply and demand so as to meet the needs of dynamic adjustment of employment structure.
