摘 要:农村集体经营性建设用地直接入市对于助力乡村振兴、建设高标准市场经济体系、增加农民财产性收入意义重大,但地方政府基于土地财政利益、产业用地效益、存量用地规模、增值收益分配等因素考量,推动农村集体经营性建设用地入市的积极性并不高,建议建立健全土地增值收益分配机制、统筹推进征地制度和宅基地制度改革、加快编制村庄规划和出台入市细则,为农村集体经营性建设用地入市创造条件、提供空间、增添动力。The direct entry of rural collective operating construction land into the market is of great significance for promoting rural revitalization,building a high-standard market economy system,and increasing farmers’property income.However,local governments consider factors such as land financial benefits,industrial land benefits,stock land use scale,and value-added income distribution.The enthusiasm for promoting rural collective operational construction land into the market is not high.It is recommended to establish and improve the land value-added income distribution mechanism,coordinate the advancement the reform of the land acquisition system and the homestead system as a whole,speed up the preparation of village plans and issue market entry regulations,and create conditions,provide space and increase motivation for rural collective operating construction land to enter the market.
