主动警务“自下而上”助公安110走出困境

摘　　要：改革开放以来,公安110从实际出发,致力于总结实践、研究问题,创新举措、解决问题,不断前进。目前解决110接处群众非警务求助困境的问题,主要依靠社会联动机制予以解决。客观上还存在另一条破解困境的路径,即社会基层警务治理“源头消解”机制:在党委政府的领导下,“公安主动、做实基层、引领‘三治’、化解求助”,这种机制是在新时代社会综合治理的大背景下,“漳州110”和“枫桥经验”相互融合,通过发动群众、引导群众“三治”,将群众求助事项大量消解在萌芽状态、初始阶段。求助电话大幅度减少,刑事、治安案事件等7件事报警数量也会大幅度下降,公安110自然摆脱了受理群众非警务求助的困境。Since the reform and opening up,Public Security 110 has proceeded from reality,and devoted itself to summarizing practice,researching problems,innovating measures,solving problems,and moving forward.At present,the problem of solving 110 non-police help dilemma mainly depends on social linkage mechanism.Objectively,there is another way to solve the dilemma,that is,the“Source Resolution”mechanism of grass-roots police governance:under the leadership of the party committee and government,“the public security takes the initiative,implements the grassroots,leads the‘Three Governances’,and resolves and seeks help”.The mechanism is that under the background of comprehensive social governance in the new era,“Zhangzhou 110”and“Fengqiao Experience”are integrated with each other.By mobilizing the masses and guiding the masses in the“Three Governances”,a large number of people’s help-seeking matters are eliminated in the embryonic and initial stage.The number of calls for help has been drastically reduced,and the number of alarms for seven incidents including criminal and public security incidents will also drop drastically.The Public Security 110 naturally got rid of the predicament of accepting non-police help from the masses.
