摘　　要：转移支付是支持地方财政的重要手段之一。但过多的转移支付会对地方政府财力产生“挤出”效用,弱化其使用效率。在对国内外转移支付文献进行了梳理和评述的基础上用实证数据对全国31个地区的转移支付使用情况与其GDP和财力的协同发展进行了对比分析并给出政策建议。Transfer payment is one of the important means to support local finance However,too much transfer payment will"crowd out"the financial resources of local governments and weaken their efficiency.Based on the literature review of transfer payment at home and abroad,the paper compares and analyzes the use of transfer payment in 31 regions and the coordinated development of GDP and financial resources with empirical data,and gives policy Suggestions.
