摘　　要：近年来,随着科技的不断发展,网络安全问题越发引人注目。特别是新冠肺炎疫情暴发以来,为克服现场管理困难,航运公司更加依靠远程管理,加速接入网络,由此带来的网络威胁不断加大,网络安全事件不断显现,严重威胁航运安全运营。文中针对航运网络安全主题对中国航运公司开展了网络安全情况的摸底调研和分析,解答了当前三种有关航运网络安全的误区,结合国情,提出应对IMO 428号决议的具有中国特色的网络安全保障制度建议。In the recent years,with the continuous development of science and technology,network security problem has become increasingly conspicuous.Especially since the outbreak of COVID-19,in order to overcome the management difficulties,shipping companies have accelerated their access to the network and relied on remote control,resulting in increasing network threats and frequent network security incidents,which has seriously threatened the safe operation of shipping.The article conducts a survey and analysis of the cyber situation of the shipping companies i nChina,addresses three current misconceptions about cyber risk of shipping,and makes recommendations on China's cyber risk management system in response to IMO.428(98),taking into account Chinese characteristics.
