网络空间威慑与国际协作:一种合作治理的安全视角

摘　　要：近年来,随着社会生活对网络技术平台的日趋依赖,网络空间安全问题日益突出。但由于网络空间的匿名性、互联互通性及结构的复杂性,网络空间安全问题的解决已非一国政府、企业和社会组织等所能独立解决。放眼未来网络空间技术的发展,通过国际协作建立联合威慑是各国确保网络安全的可选择路径之一。就此而言,文章从解决网络空间威慑的“第三方”逃逸问题与网络安全供应不足问题入手,着力分析了当前网络空间威慑战略实施面临的外部协作困境,即单独威慑存在安全供应不足、难以解决归因难题且存在附带平民伤害极易招致对方报复,因而网络空间威慑需通过国际协作弥补安全防御漏洞和解决安全产品供应不足等问题,然而考虑到网络空间的复杂性和特殊性,网络空间威慑在推进全球网络空间安全治理进程中可能会遭遇若干困难和障碍,诸如合作主体之间的安全认知差异、政治不信任、信息不对称和合作主导权之争等问题。总体而言,在网络空间威慑战略的制定和执行中,合作威慑是基本原则,只有通过国际协作,网络空间威慑才能发挥预期效用。In recent years,the issue of cybersecurity has become salient as people increasingly rely on cyberspace and information technology for learning,working,and entertainment.However,the cybersecurity issue turns out to be a global common threat that could not be solved independently by the government,enterprises,or non-governmental organizations of a single country due to the anonymity,interconnectedness,and complexity of cyberspace.Concerning the future development of cyberspace,establishing joint deterrence through international cooperation is a feasible way for countries to secure cyberspace.The article begins with an analysis of the role of the"third party"in cyber deterrence and the insufficiency supply of cybersecurity,then it focuses on the bilateral and multi-lateral collaboration dilemma faced by cyber deterrence,and elaborates on the value of joint cyber deterrence through international collaboration.Finally,the article discussed potential difficulties and obstacles confronting the global governance on cybersecurity through joint deterrence.In general,cooperative deterrence makes the basic principle in the formulation and implementation of cyber deterrence strategies,and cyber deterrence could effectively function only if international cooperation is practiced.
