摘 要:高校去行政化的倡议由来已久,但其改革进展缓慢。新时期,高校治理结构转型迎来了新的发展机遇。虽然改革过程中面临变革成本、管理体制与文化认知等方面的困境,但在新时期的发展战略背景下也迎来了文化、市场与制度等方面的机遇。以新思维审视改革中的困境,以巧用善治理念、加盟“第三方”、明确部门职能要务、规范权力运行等策略,推进高校去行政化改革,能够有效促进高等教育的发展。The suggestion of de-administration in colleges and universities has a long history,but its reform and implementation progress is slow.In the new period,the transformation of governance structure of university ushered in new opportunities for development.Although the reform process is faced with the dilemma of reform cost,management system and cultural cognition,the de-administration reform of colleges and universities also ushered in cultural opportunities,market opportunities and institutional opportunities in the strategic development opportunities of the new era.To examine the dilemma in the reform with new thinking,to skillfully use the concept of good governance,to join the“third party”,to clarify the functions of various departments,and to standardize the operation of power are considerations for the de-administrative reform of colleges and universities.
