摘　　要：建设中国-欧盟海洋数据互操作系统是建设中国-欧盟海洋数据网络伙伴关系的核心任务和提升中欧海洋数据价值的关键所在。本文深入分析了中欧可共享的海洋数据资源类型,研究确立了中欧海洋数据互操作流程,设计了基于数据代理服务技术和多源多尺度排重技术的系统架构,实现了中欧多源异构海洋数据的共享和互操作,促进了我国海洋数据和信息产品在处理、管理和服务过程中与国际通用标准的对轨,为走深做实中欧海洋"蓝色伙伴关系”做出了积极尝试。To establish a China-EU ocean data interoperability system is the core task of the China-EU Marine Data Network Partnership(CEMDnet)and the key to enhance the value of China-EU ocean data.This paper analyzes the types of ocean data resources to be shared between China and Europe,establishes the related interoperability process,and designs the system architecture based on data broker service technology as well as multi-source and multi-scale duplicate removal technology.It realizes the sharing and interoperability of multi-source heterogeneous marine data between NMDIS/China and EMODnet,and promotes the integration of international common standards into data processing,management and service of China's ocean data and information products.The research is expected to make positive contributions to the China-EU Blue Partnership for the Oceans.
