摘 要:[目的]贫困地区家庭医生签约政策的实施评价对贫困人口的健康脱贫、持久脱贫具有重要影响。[方法]以深度贫困地区X县乡村家庭医生签约政策为切入点,以农村家庭医生签约居民(建档立卡贫困人口)为研究对象,采用问卷调查与访谈形式,对新疆南疆深度贫困地区开展实地调研,依据邓肯的公共政策评估理论构建评价指标体系,通过熵值法确定权重基础上对贫困地区家庭医生签约政策进行模糊综合评价。[结果]贫困地区家庭医生签约政策总体评价得分Q=74.58,其中,政策认知性得分最高,为86.40,政策内容覆盖性得分83.66,政策资源充分性得分75.36,政策的潜在效益性得分70.20,政策回应性得分71.00。[建议]巩固政策认知性;均衡政策资源公平配置;完善家庭医生服务内容;提升家庭医生签约服务质量;在政策制度的过程中注重政策潜在效益性和回应性。Objective To explore the influence of family doctors’contracted services policy in poverty-stricken areas on the health and lasting poverty alleviation.Methods The contracted poverty-stricken residents in deep poverty-stricken,areas of Southern Xinjiang were surveyed with questionnaire and interview.The evaluation index system was constructed according to Duncan's public policy evaluation'theory,and analyzed with fuzzy comprehensive evaluation.Results The overall score of evaluation on family doctors’contracted policy in poor areas was 74.58,of which the policy cognition had the highest score(86.40),and,the score of policy content coverage,policy resource adequacy,potential benefit and policy responsiveness was 83.66,75.36,70.20 and 71.00,respectively.Conclusion It is suggested to consolidate the cognition of policy,balance the fair allocation of poli-cy resources,perfect the service content of family doctors,improve the contracted service quality of family doctors,and adjust the policy-making direction with the policy's potential benefit and responsiveness.
