摘　　要：资源循环利用产业作为战略性新兴产业中节能环保产业的重要组成部分,其发展程度直接影响生态文明建设和绿色低碳发展的成果。通过界定资源循环利用产业内涵,梳理产业特征,从产业规模、技术水平、创新能力、发展模式、试点示范等角度分析产业发展状况,识别产业发展面临的问题,基于产业链视角明确产业发展路径:(1)“逆向”产业链的第一步:完善回收体系;(2)产业链中游:升级产业驱动力——创新技术与装备;(3)产业链下游:推广使用循环利用产品;(4)产业内涵延伸:覆盖新品种废弃物和低值废弃物;(5)产业发展重要抓手:提升资源循环利用服务业。提出促进产业发展的政策建议,包括完善产业规制、强化行业标准、营造公平竞争市场环境,鼓励核心技术攻关、加强清洁高效的梯级利用、强化科技转化能力,加大财税金融扶持、转变支持方式、提高利废企业竞争力。Resources recycling industry,as an important part of the energy-saving environmental protection industry,belongs to strategic emerging industries,its development directly influences the construction of ecological civilization and the achievement of green development.By defining the connotation of resource recycling industry and analyzing industrial characteristics,the research analyzes the status of industrial development from the scale,technological level,innovation capability,development model,pilot demonstration.We identify the problems faced by industrial development.and clarify industry development path from industry chain perspective.The development path includes:improving the recycling system which is the first step of the“reverse”industrial chain;upgrading the industrial driving force—technical equipment which is the middle part of the industrial chain;promoting the use of recycling products which is the downstream of the industrial chain;covering new varieties of waste and low-value waste which is the extension of industrial connotation;improving the resource recycling service industry which is an important catch of industrial development.Put forward policy suggestions to promote industrial development,which include improving industrial regulations,strengthening industry standards,creating a fair competitive market environment;encouraging core technology to tackle key problems,strengthening clean and efficient cascade utilization,strengthening scientific and technological transformation capacity;increasing financial and tax support,changing the support mode,and improving the competitiveness of waste enterprises.
