摘 要:德国学者乌尔里希·克罗茨和约阿希姆·希尔德合著的《锻塑欧洲:法国、德国与从〈爱丽舍宫条约〉到21世纪政治中的嵌入式双边主义》,创造性地提出了“嵌入式双边主义”,对过去半个世纪(1963-2013年)以来法德特殊双边关系及其对欧洲一体化的引领和塑造作用进行了理论解读和实证研究。本文首先介绍了法德“嵌入式双边主义”的三大要素:规制化政府间主义、象征性行为和实践以及准公共基础;其次,通过比较(新)功能主义、自由政府间主义、多层治理等主流理论,发掘了“嵌入式双边主义”对欧洲一体化理论的贡献;最后,结合历史与现实探讨了法德“嵌入式双边主义”面临的两大潜在风险,对其在近期应对新冠肺炎疫情冲击和复苏欧洲经济中的韧性进行了考察。France and Germany have been likened to the“engine”of European integration.The study of Franco-German relationship and its role in and influence on European integration requires historical exploration and theoretical illustration.As a masterpiece on the history of European integration,Shaping Europe:France,Germany,and Embedded Bilateralism from the Elysée Treaty to Twenty-First Century Politics,co-authored by two German scholars Ulrich Krotz and Joachim Schild,puts forward an innovative concept of“embedded bilateralism”by combining institutionalist and constructivist theories of IR,and aims to explain the special bilateral relations between France and Germany in the past half century(1963-2013).This book carries out an in-depth theoretical interpretation and a comprehensive empirical research on the key roles that France and Germany played jointly in shaping Europe,and thus contributes to the existing European integration theories within which there is a lack of academic interpretation of their bilateral relations.This paper first introduces the three elements of Franco-German“embedded bilateralism”,that is,regularized intergovernmentalism,symbolic acts and practices,and parapublic underpinnings.It then explores the contribution of“embedded bilateralism”to theories of European integration by comparing(neo-)functionalism,liberal intergovernmentalism and multi-level Governance theories.Finally,it discusses,based on history and reality,the potential risks faced by Franco-German“embedded bilateralism”and examines its resilience in response to the COVID-19 epidemic and in the process of the recovery of the European economy in 2020.We argue that history and facts have proved that Franco-German“embedded bilateralism”has not only withstood the test of time with strong adaptability and vitality,but also shown its strong resilience when the EU faces crises and challenges.
