新冠疫情背景下中国在中东的领事保护探析

摘　　要：新冠疫情对中东地区的冲击明显。中东的冲突、贫困和公共卫生治理难题相互叠加,各国面临经济衰退、失业率骤增、民生困难、极端组织卷土重来等多重挑战。在这一地区的中国公民和中资企业也因此面临一系列风险与挑战。为加强在中东的领事保护,中国政府坚持"以人为本"的原则,与中东国家并肩抗疫,用实际行动诠释人类命运共同体理念。中央部委、地方政府、驻外使领馆、企业以及海外侨界等配合国家整体外交,在领事保护过程中形成合力,积极为中东地区提供防控疫情的公共产品,防范"疫情政治化"和"病毒标签化"。中国在中东领事保护机制的不断创新和领事保护理念和内涵的不断丰富和发展,对构建海外平安体系具有重要实践意义。COVID-19 pandemic has a noticeable impact on the Middle East. The conflicts,poverty and public health governance problems have been plaguing the Middle East one after another. Those countries in the region are faced with various challenges such as economic recession,surge of unemployment,difficult public livelihood and the revival of extremist organizations. Chinese citizens and Chinese-funded enterprises in this region also face a variety of risks and challenges. In order to strengthen the consular protection in the Middle East,the Chinese government has adhered to the "peopleoriented"principle,cooperate shoulder to shoulder with Middle Eastern countries to fight the pandemic and fulfill its vision of building a community with a shared future for mankind through concrete action. All sides,including central ministries and commissions,local governments,embassies and consulates abroad,enterprises and overseas Chinese communities,have made joint efforts towards consular protection in line with China’s diplomatic policy. They also actively provide public goods to prevention and control pandemic in the Middle East and prevent the "politicization of the pandemic"and "labeling of the virus". The continuous innovation of China’s consular protection mechanism in the Middle East and the continuous enrichment of the concepts and essence of consular protection are of great practical significance to establishing an overseas security system.
