河长制背景下丰水山区样板河建设和谐度评价——以湘西芷江县县级河流为例

摘　　要：开展样板河建设是全面推行和落实河长制的重大举措,也是实施乡村振兴战略的重要发力点。样板河建设效果的评价是“河长制”绩效体系评价的重要内容。在查阅文献、实地调研等基础上,以湘西芷江县县级样板河建设为例,从河流水环境、生态景观、水安全以及管理等4个方面构建了湘西丰水山区样板河建设评价指标体系。选择组合赋权法来确定指标权重,并运用和谐度方程综合评价法对芷江县样板河进行定量与定性评价分析。分析结果表明:湘西芷江县县级样板河建设效果为优秀,与芷江县样板河的年度自评结果一致,表明构建的样板河建设效果评价体系有效。Model river construction is an important measure to carry out and fully implement the river chief system,and it is also a driving force to implement the strategy of rural revitalization.The effectiveness of model river construction is an important component of the performance evaluation of river chief system.On the basis of literature review and field investigation,the evaluation index system of model river construction in western Hunan Province,water-rich mountain area,from aspects of river water environment,ecological landscape,water security,management was constructed.Combined weighting method was used to determine the index weights.Harmony degree equation evaluation method was used to quantitatively and qualitatively analyze the model river construction of Zhijiang County.The results show that Zhijiang County model river construction effect is excellent,which is the same to the annual self-assessment results.The evaluation system of model river construction effect is scientific and effective.
