摘　　要：公共服务多元合作供给机制的有效运行是提升我国公共服务供给质量与效率的重要途径。作为公共服务多元合作供给的主导者与合作主体之一,政府的相关制度及行为对多元合作供给机制的有效运行既有促进作用也会因制度缺位或行为失范而产生一定的制约或影响。从政府层面而言,在公共服务多元合作供给中,厘清各合作主体之间的职责界限、强化公共服务供给中的市场检验与市场竞争、健全法规制度并确立服务标准、增强政府诚信并增进合作意愿、加强公共服务绩效评估与监管,是保障公共服务多元合作供给机制有效运行的基本要求与行为选择。The effective operation of the multiple cooperative supply mechanism is an important way to improve the quality and efficiency of public service supply in China.The government is the leader and participator of the cooperative supply of public services,the relevant systems and behaviors of which promote the effective operation and also restrict or influence it to some extent due to the absence of system or misconduct.As for the government,it may focus on the following points:clarify the boundaries of responsibilities among the cooperation entities,strengthen the market inspection and the market competition,perfect the legal system and establish the service standards,rebuild the government credit to enhance the cooperation willingness,and strengthen the performance evaluation and supervision,which are the basic behavioral choices to ensure the effective operation of the diversified cooperative supply mechanism of public services.
