海口市失地农民权益保障问题研究

摘　　要：通过对海口市失地农民当前生产生活情况、补偿情况、安置情况、社会保障情况、知情权和参与权执行情况等多方面调查研究发现,海口市失地农民权益未能得到全面保障,并在一定程度上受到损害,其原因是多方面的。要实现海口市城市化建设的可持续发展就必须解决好失地农民可持续发展问题,重视农民的经济社会利益,维护其合法权益,建立和完善失地农民权益保障的政策和措施。Through various surveys of the current production and living conditions,compensation,resettlement,social security,implementation of the right to know and to participate on the part of land-lost farmers in Haikou City,it is found that the rights and interests of land-lost farmers in Haikou City have not been fully protected and have been impaired to a certain extent due to various causes.To realize the sustainable development of urbanization in Haikou City,efforts must be made to solve the problem of sustainable development of land-lost farmers,attach importance to farmers’economic and social interests,protect their legal rights,and to establish and improve policies and measures to protect the rights of land-lost farmers.
