摘　　要：现有协商治理研究对本土协商治理的超越性有待澄明。这源于未能实现对协商治理理论与实践有效互动的中轴逻辑的准确考察与践行。基于对理论与实践及其两者之间关系的准确认知,厘清其中存在的核心议题,有针对性地解决“真问题”,以推动协商治理理论的形成与实践的有效互动,是协商治理研究的价值所在。底层参与协商治理是社会主义的基本要义,必须充分发挥党组织的基层领导作用,充分调动底层参与社会治理的积极性,不断拓宽党领导底层参与协商治理的渠道。研究与践行底层关怀,推进协商治理,要加强对协商治理中国特色的彰显与传播。新时代协商治理理论与实践有效互动的中轴逻辑,是考察与践行中国特色的底层关怀。The transcendence of the existing consultative governance research over the local negotiation governance needs to be clarified,which is due to the failure to accurately examine and practise the central axis logic of effective interaction between the theory and practice of consultative governance.Based on the accurate understanding of the relationship between theory and practice,it is the value of consultative governance research to clarify the core issues,to solve the"real problem"pertinently,and to enlighten and promote the formation of the theory of consultative governance and the development of practice.We should fully understand that it is the fundamental meaning of socialism to participate in consultative governance of the bottom,should give full play to the role of the grass roots of the party organizations,mobilize the enthusiasm of the bottom to participate in social governance fully,and broaden the channels for the bottom of the Party leadership to participate in consultative governance.To investigate and practise the bottom care and to promote the consultative governance,we need to strengthen the refinement and dissemination of the Chinese characteristics of the consultative governance.The axis logic of the effective interaction between the theory and practice of consultative governance in the new era is to investigate and practise the bottom care with Chinese characteristics.
