摘 要:针对中国普遍存在的环境污染跨区转移现象,基于2003—2016年中国268个城市的面板数据样本,采用两阶段最小二乘法和三阶段最小二乘法并结合中介效应模型,探析了中国土地供给政策对环境污染转移的影响和作用机制。研究发现:土地供给的空间错配显著提升了供地指标充裕地区的工业二氧化硫和工业废水的排放强度。具体地,偏向中西部地区的土地供给政策通过降低中西部地区的环境规制强度,提高了东部城市的房价和工资水平,从而推动了环境污染由东部地区向中西部地区转移;偏向经济发展水平相对落后城市的土地供给政策通过推高核心城市的房价和工资水平而引致了环境污染由区域内的核心城市向一般城市转移;土地供给政策通过环境规制推动环境污染由核心城市向一般城市转移的现象仅发生在东部地区内部。中介效应模型的检验结果进一步表明,工业用地出让面积和住宅用地出让面积主要通过环境规制和房价对两种工业污染物排放产生间接影响。In response to the ongoing cross-regional transfer of environmental pollution in China,based on the panel data of 268 cities in China from 2003 to 2016,this paper analyzes the impact and mechanism of land supply policy on environmental pollution transfer by using two-stage least square method and three-stage least square method combined with intermediary effect model.The study finds that the spatial mismatch of land supply significantly increases the discharge intensity of industrial sulfur dioxide and industrial wastewater in areas with abundant land supply indicators.Specifically,the land supply policy that favors the central and western regions promotes the transfer of environmental pollution from the eastern region to the central and western regions by reducing the intensity of environmental regulations in the cities in the central and western regions and increasing the housing prices and wages in the eastern cities where land use indicators are restricted;The land supply policy that favors the relatively backward cities has caused environmental pollution to shift from core cities within the region to other ordinary cities by pushing up housing prices and wages in core cities;the phenomenon that land supply policy pushes the shift of pollution from core cities to general cities through environmental regulations only exists in the eastern region.The test results of the mediation effect model further show that the supply of industrial land and the supply of residential land exerts an indirect impact on the emissions of two industrial pollutants mainly through environmental regulations and housing prices.
