摘 要:面对新冠肺炎(COVID-19)疫情的巨大破坏力,全球各国都意识到生物事件应急响应能力建设的重要性。针对目前在生物事件应急响应方面还存在着信息化程度低、与相关信息系统对接困难、传统地理空间信息不适应等问题,提出了基于地理本体的生物事件应急响应决策方法。该方法设计构建了基于地理本体的生物事件应急决策知识模型,并据此建立了应急决策方案和规则库;然后针对明确和模糊信息分别设计提出了基于Jena的决策推理方法和基于模糊匹配的模糊决策推理方法。以武汉市COVID-19疫情爆发初期的真实态势和响应情况为例进行实验发现,通过本文方法可根据当前态势信息智能生成应急响应决策方案。将其与实际采取措施进行对比分析,证明本文方法可以显著提高应急方案的客观性、合理性、时效性和可操作性,这对疫情的早期合理处置具有重要意义。The great loss of COVID-19 makes the whole world realize the importance of the construction of emergency response to biological-events,in which some problems on emergency response of biological-events in China reveals,such as low level of informatization,hard data exchange between relevant information systems,unsuitable classified geo-spatial data and so on.An emergency decision support method of biological-events based on geo-ontology is proposed in this paper.Firstly,the geo-ontology model of biological-event emergency decision(BEDGM)is designed.Secondly,emergency decision rules and schemes for biological-events are constructed.Finally,the knowledge reasoning methods of biological-event emergency decision based on Jena and fuzzy matching are proposed,which are designed respectively for the business rules and fuzzy decision rules of emergency decision.Experiment results with incipient COVID-19 epidemic situation data in Wuhan city show that the emergency response decision scheme induced by our method are more reasonable than real response actions at that time.The advantages of the method include objectivity,reasonability,timeliness and operability,which are very important to the correct response to biological-event in early stage.
