构建国家发展综合平台及高质量发展评价指标体系--以经开区、高新区和国家级新区为例

摘　　要：对从改革开放至今设立的国家级产业园区进行系统的分类和整合,提出国家发展综合平台的概念。在准确理解和把握高质量发展内涵的基础上,以经开区、高新区和国家级新区为例,为国家发展综合平台构建一套科学合理的高质量发展评价指标体系。立足对高质量发展内涵的深入理解,在充分梳理、选择性借鉴国内外有关最新同类评价指标体系的基础上,结合区域经济发展的特点,构建基于FIIWQR分析模型,由基础条件、产业效能、自主创新能力、国际竞争力、高质量发展竞争力和区域辐射能力6个方面共126项指标构成的国家发展综合平台高质量发展评价指标体系。该指标体系的特点是:紧扣高质量发展的内涵,立足区域经济发展的特点,指标数量适中,覆盖面广,数据易获得。这套评价指标体系为国家发展综合平台的高质量发展方向提供了参考和依据。Classification and integration of the country's national industrial parks,which are established continuously since 1978,have been accomplished,and the concept of national comprehensive development platform are put forward for the first time.With accurate understanding of high-quality development,in the open area,taking economic development zone,high-tech zone and national new zone as examples,a set of scientific and reasonable high-quality development evaluation index system for the national comprehensive development platform has been integrated.Based on a deep understanding of high-quality development,selecting the latest worldwide similar type index system,combining with the characteristics of regional economic development and instructed by a FIIWQR analysis model,a high-quality development evaluation index system for the national comprehensive development plat-form with six aspects(fundamental conditions,industrial efficiency,innovation,worldwide competitiveness,high-quality development competitiveness and regional radiation capacity),a total of 126 indicators has been constructed.The characteristics of the index system are obvious:it reflects the quintessence of high-quality development,the characteristics of regional economic development are taken into consideration,the number of indicators is moderate,the coverage is comprehensive and it is easy to acquire data.This evaluation index system provides reference and basis for the direction of high-quality development for the national comprehensive development platform.
