下行文施事行为成功实施的影响因素探析

摘　　要：下行文是上级机关对下级机关传达意图、指导工作、实施领导时使用的一类公文。下行文施事行为是行文意图的直接体现,研究下行文施事行为成功实施的影响因素,对于上级机关科学高效地制发公文以及下级机关准确理解并贯彻执行公文内容具有重要作用,同时也有利于完善公文文本研究体系,拓展公文研究与其他学科研究之间的关系。相关研究主要从语言因素和非语言因素两个维度展幵。语言因素包括构成规则和语法规则,构成规则又包括事实性规则、必要性规则、权威性规则和本质规则,它们是影响施事行为成功实施的内部因素。非语言因素包括施事行为主体和语境两个方面,施事行为主体包括发文机关和收文机关以及两者之间的相互关系,语境包括公文语境和公文的法定效力。The following text is a kind of writing used by higher authorities to convey intention,guide work and implement leadership to lower authorities.The behavior of the agent in the following text is the direct embodiment of its intention of writing.The research on the influencing factors of the successful implementation of the behavior of the agent in the following text plays an important role in the scientific and efficient preparation and issuance of official documents by the higher authorities,and the accurate reception and implementation of the contents of official documents by the lower authorities.At the same time,it is also conducive to the completion of the research system of official documents,and the expansion of the relationship between the research of official documents and the research of other disciplines.This paper analyzes the influencing factors from two dimensions of language and non-language.Linguistic factors include constitutive rules and grammatical rules,and constitutive rules include factual rules,necessity rules,authoritative rules and essential rules,which are the internal factors that affect the successful implementation of an agent behavior.No-linguistic factors include agent and context.Agent includes the sender and the receiver,and the relationship between them.Context includes the context of official documents and the legal effect of official documents.
