平衡发展视角下安徽省经济高质量发展综合评价研究

摘　　要：从“创新共建、协调共进、绿色共保、开放共赢、民生共享”等5个维度,构建了经济高质量发展指标体系。利用2012—2018年安徽省16个地市的数据,分别测算安徽经济高质量发展的平衡发展总指数、各维度平衡发展指数及区域不平衡发展指数。结果显示:安徽省平衡发展总指数呈逐年上升的态势,民生领域与绿色领域发展保持较高的平衡发展态势,创新共建维度平衡发展增幅最大,协调领域平衡发展提升较慢;平衡发展总指数的改进更多源于创新领域与开放领域的贡献度;16个地市经济高质量发展的不平衡程度呈下降态势,创新领域和开放领域地区不平衡问题较突出。建议借力长三角高质量一体化发展,深入打造创新高地,补“协调共进”短板。From the five dimensions such as innovation and co-construction,coordination and progress,green and mutual protection,opening up and win-win and people’s livelihood sharing,an index system of economic high-quality development is constructed.By using the data of 16 cities in Anhui Province from 2012 to 2018,the total index of balanced development,the balanced development index of each dimension and the regional unbalanced development index of high-quality development in Anhui Province are calculated individually.The results show that the total index of balanced development increases year by year,and the development of people’s livelihood and green fields maintains a relatively high balance of development.The balanced development of innovation and co-construction dimension increases the fastest,and the balanced development of coordinated field improves slowly;the improvement of the total index of balanced development results from the contribution degree of innovation and open fields;the imbalance process of high-quality development of 16 cities shows a decreasing trend.The problems of regional imbalance in innovation and open fields are comparably conspicuous.It is suggested that we should take advantage of the high-quality integrated development of the Yangtze River Delta to build an innovation highland and make up for the short board of“coordinated progress”.
