摘 要:精细化社会治理是治理现代化的必然趋势。精细化社会治理应当建立在充分的理论论证和分析的基础之上。科层制理论和社会质量理论能帮助深入分析精细化社会治理面临的现实困境和挑战。从科层制理论视角来看,精细化社会治理存在"过度行政化风险";从社会质量理论的经济保障、社会凝聚、社会融入和社会赋权四个方面看,精细化社会治理的治理效果及其应对新时期社会风险的能力仍有待进一步提高。在这种背景下,以社会问题和社会公共需求为导向的精准社会治理应当成为精细化社会治理新的发展要求。因此,要以构筑精准的社会治理体系为政策依据,以加强信息化建设为手段,进一步激发基层社区治理活力,打造多元主体参与的治理共同体,最终实现共建共治共享。Refined social governance is an inevitable trend of governance modernization and it should be based on sufficient theoretical argumentation and analysis. The bureaucratic theory and social quality theory can help us to deeply analyze the real dilemmas and challenges faced by refined social governance. From the perspective of bureaucratic theory, refined social governance has "over-administrative risk". From the perspectives of social quality theory whose content including economic security social cohesion, social integration and social empowerment, the effects of refined social governance and its ability to cope with social risks in the new era still need to be further improved. In this context, precise social governance oriented by social issues and social public needs should become a new development requirement for refined social governance.Therefore, it is necessary to build a precise social governance system as a policy basis, and strengthen informationization construction as a means to further stimulate the vitality of grassroots community governance, build a governance community with the participation of multiple subjects, and realize co-construction, co-governance and sharing ultimately.
