摘  要:提出基于“生态海绵流域”建设理念的防洪排涝体系结构框架以及“源头蓄、渗,过程疏、滞,末端排、调”的核心策略,总结了构建防洪排涝体系的主体流程,并以深圳市坪山河流域为例进行了应用研究。坪山河流域通过上游生态保护控制区水库塘坝工程、新建城区低影响开发、干支流综合治理、城区管网及沟渠建设、建成区调蓄空间开辟及非工程措施建设构建完善的防洪排涝体系,将工程措施与防洪排涝功能的缓冲区构建相结合,可实现坪山河干流防洪排涝目标以及城市径流控制目标。This paper puts forward a structural framework of flood control and drainage comprehensive system based on the construction concept of"eco-sponge watershed"and the core strategy of"storage and infiltration water in the upper river basin,draining the river channel and stagnation in the confluence process,and drainage and regulation in the lower river basin".This paper summarizes the main processes of constructing the flood control and drainage comprehensive system,and takes the Pingshan River Basin in Shenzhen City as an application example.The complete flood control and drainage comprehensive system have been constructed with the following measures:the reservoir and dam project in the upstream ecological protection and control area of the river basin,the low-impact development of the new urban area,the comprehensive management of main and tributary streams,and the construction of urban pipe networks and ditches,the development of built-up storage space and the construction of non-engineering measures.Combining the engineering measures with the construction of a buffer zone with flood control and drainage,the goal of flood control and drainage objectives of the main stream of the Pingshan River and the urban runoff control can be achieved.
