摘　　要：对《莫斯科大学发展规划(2010~2020)》的政策文本进行深入探讨,总结了其基本框架,从战略方向、战略重点、战略举措和战略成果四个方面分析了发展规划的主要内容,最后总结了其对中国大学制定和实施发展规划的三点启示。This paper study the Moscow State University development planning(2010~2020)policy text deeply,it introduces the basic framework and analyzes main contents from strategic direction,strategic focus,strategic measures and strategic results in detail,finally summarize three enlightenment to the Chinese University under the background of"double top"construction.
