摘 要:随着生鲜新零售业态的兴起,生鲜零售产业的竞争性越来越强,其公益性特征就更值得关注。本文从生鲜零售产业的公益性目标出发,指出生鲜零售企业经营具有的正外部性是产业实现公益性的原因。同时,进一步分析和比较了农贸市场和生鲜新零售业态实现公益性目标的补偿机制,农贸市场的补偿依赖于政府的补贴,而生鲜新零售企业则主要依赖于生鲜经营所带来的流量价值。政府应该继续增加在农贸市场建设上的投入,并促进改造升级;继续加强以冷链物流体系为核心的生鲜供应链建设,完善生鲜新零售业态的相关政策。with the rise of new fresh retail formats,the competitiveness of fresh retail industry is becoming stronger and stronger,and its public welfare characteristics deserve more attention.Starting from the public welfare goal of fresh retail industry,this paper points out that the positive externality of fresh retail enterprises is the reason for the realization of public welfare.The compensation mechanism of farmers'market and new fresh retail formats to achieve public welfare goals is further analyzed and compared.The compensation of farmers'market depends on government subsidies,while fresh fresh retail enterprises mainly rely on the flow value brought by fresh operation.The government should continue to increase investment in the construction of agricultural market and promote its transformation and upgrading;continue to strengthen the construction of fresh food supply chain with cold chain logistics system as the core,and improve the relevant policies of new fresh retail formats.
