摘　　要：结合江苏省2019—2020年秋冬季大气强化督查实践,分析了省级生态环境部门开展机动车排气污染强化监督检查的措施要点,对汽柴油油品质量,柴油大货车、非道路移动机械的道路监测抽查的技术方法进行了比选分析,并提出监督监测和检查工作中,要做到源头控制、法律前置、准确监测、全面追查,以促进移动源污染治理形成监管闭环,进一步支撑大气污染联防联控,保障蓝天保卫战和柴油货车污染治理攻坚战行动成效。Based on the practical case of strengthening supervision and inspection in autumn and winter of 2019~2020 in Jiangsu Province,this paper analyzes the key points of strengthening supervision and inspection of vehicle exhaust pollution carried out by the local ecological environment department.The quality of gasoline and diesel oil,the technical methods of road monitoring and random inspection of diesel trucks and road mobile machinery are compared and analyzed.The supervision and inspection work should be based on source control,legal advance,accurate monitoring and comprehensive tracking,so as to promote the mobile source pollution control to form a regulatory closed-loop,further support the joint prevention and control of air pollution and ensure the effectiveness of blue sky defense campaign and diesel truck pollution control campaign.
