摘　　要：专业机构参与政府科技项目过程管理是科技计划项目管理改革的重要组成,也是一项涉及多个方面问题的复杂工程,各级政府和组织机构协同合作是保障科技项目顺利实施的重要途径。文章通过研究国内外现有组织或第三方作为专业机构参与政府科技项目管理的模式,借鉴其他国家成功经验,结合国内省市现行政策和办法,发现现有管理模式运行中存在的问题,提出相应解决对策,促进专业机构参与政府科技项目,努力实现科技成果最大限度地有效转化,对我国科技项目管理及促进项目实施具有重大意义。The participation of professional institutions in the process management of government sci-tech plan projects is an important part of sci-tech plan project management reform.It is also a complex project involving many aspects.Cooperation between governments and institutions at all levels is an important way to ensure the smooth implementation of sci-tech projects.Through studying the existing government sci-tech project management modes in which organizations or third parties function as professional institutions to participate,this paper draws on the successful experience of other countries,combines the existing policies and methods of domestic provinces and cities,finally finds out the problems in the existing management modes.Furthermore,it puts forward corresponding countermeasures,so as to promote professional organizations’participation in government sci-tech projects,strive to maximize the effective transformation of sci-tech achievements,which is of great significance to sci-tech project management and promote project implementation in China.
