摘　　要：为了厘清中国特色新型智库建设的内在逻辑,借助内容分析法,以党和政府的政策文本为研究素材,进行层层编码分析;研究结果显示:中国特色新型智库建设遵循目标引导-资源配置-环境开放-合作协同的发展逻辑。在顶层设计与自主探索中,驱动智库发展;在加大资源投入、竞争获取资源及规范资源使用中,支撑智库发展;在依托传统官方的基础上,塑造新兴市场环境,培育特色智库;在多样态融合、多方互动与多元共生的合作协同中,创新智库建设。中国特色新型智库已形成较为健全的运行体系,呈现有序发展与繁荣发展的良好态势,坚持发展中国特色新型智库是推动中国高质量发展的重要保障。In order to clarify the internal logic of the construction of new think tanks with Chinese characteristics,the content analysis is used to the policy texts of the party and the government as the research material for the layered coding analysis.The research results show that the construction of new think tanks with Chinese characteristics follows the development logic of goal guidance-resource allocation-open environment-cooperation and coordination.In the top-level design and their independent exploration,new think tanks are driven for their developments;increasing resource inputs,competition to obtain the resources and standardizing the use of resources to support their development;governmental supports and emerging market environments cultivate their characteristics.Their innovation is under construction through cooperation and collaboration,multi-party interaction and multi-symbiosis.New think tanks with Chinese characteristics have formed a relatively sound operating system,showing an orderly and prosperous development trend.Adhering to the development of new think tanks with Chinese characteristics is an important guarantee for promoting China′s high-quality development.
