摘　　要：我国是公路隧道大国,但公路隧道反恐怖防范工作还十分薄弱。在当前国际形势下,开展公路隧道反恐怖防范管理研究十分紧迫。文章针对我国国情,提出公路隧道反恐怖防范的工作方针;鉴于不同类型的公路隧道,对反恐怖防范需求不同,提出公路隧道反恐怖防范采用分级管理模式并给出重点防范部位,并首次提出公路隧道反恐怖防范的人防、技防和物防配置要求。建议以《中华人民共和国反恐怖主义法》为指导,尽快制订行业标准以指导相关工作的开展。China is a big country of highway tunnels,but the anti-terrorism work of highway tunnels is still very weak.Under the current international situation,it is very urgent to carry out the research on anti-terrorism prevention and management of highway tunnels.In view of the national conditions of our country,the paper puts forward the working policy of anti-terrorism prevention of highway tunnels.In view of the different types of highway tunnels and the different needs of anti-terrorism prevention,it puts forward the hierarchical management mode of anti-terrorism prevention of highway tunnels and the key prevention parts,and for the first time,it puts forward the configuration requirements of civil defense,technical defense and physical defense for anti-terrorism prevention of highway tunnels.It is suggested that the anti-terrorism law of the People′s Republic of China should be taken as a guide to formulate industry standards as soon as possible to guide the development of relevant work.
