论政府间新型互助关系成长:源起、动力和路径

摘　　要：政府间新型互助关系是指在中央安排和政策调控下,地方政府间形成的竭力帮助、尽力支援和奋力合作的关系。政府间新型互助关系是对原有竞争合作关系和对口互助关系的扬弃。它源起于我国区域发展战略从分散式向组团式的发展方式变革,以及从以行政区为经济单元向以经济区或生态区为经济单元的发展思路变革。其中,城市群、都市圈或经济带发展战略落地和政策细化为政府间新型互助关系的成长提供了源源不断的动力,而政府间新型互助关系的建成又为组团式发展战略的落实提供了保障。建立和健全政府间新型互助关系需要树立“共存是存在的前提”这一合作理念,确定“互助是群组存在的基础”这一首要法则,推动“发展资源要素的资本化”这一进程,让市场机制在聚团和组队中起决定性作用,从而实现行政区、经济区和生态区的融合发展。The new mutual aid relations among governments refers to the relationship of helping,supporting and cooperating among local governments under the central arrangement and policy control.It is brought up by the transformation of China's regional development strategy from decentralized to group based,from administrative region to economic zone or ecological zone.At the same time,urban agglomeration or metropolitan area or economic belt becomes a driving force for it.However,the establishment of a new type of mutual aid relations among governments provides a guarantee for the implementation of the group development strategy.Intergovernmental relations also need to change from competitive cooperation and counterpart mutual assistance to new mutual aid relations.The new mutual aid relations among governments is the sublation of the original competitive cooperation relations and counterpart mutual assistance relations.So,this paper proposes that the construction of new intergovernmental mutual aid relations needs to establish the cooperation concept of“co-existence is the premise of existence”and“mutual assistance is the foundation of group existence”.The first principle is to promote the process of“capitalization of development resource elements”,and let the market mechanism play a decisive role in the reunion and team building,so as to realize the integration of administrative,economic and ecological regions.
