美国私立大学发展:认识误区及其启示  

Development of Private Universities in the United States:Misunderstanding and Revelation

摘　　要：国内学界对于美国私立大学的研究存在一些片面认识,包括美国私立大学的经费大多来自捐赠、私立大学的质量高于公立大学、私立大学的政策环境甚佳和营利性大学发展势头迅猛等。这些认识或以点代面,或数据老旧,或引用过当,在实践中造成了一些误导,应予纠偏。美国私立大学的发展主要有五个方面值得学习和借鉴:坚持国家引领,确立私立大学的发展方向;坚持“营”“非”分类,尊重大学自主选择发展类型;坚持面向市场,优胜劣汰,提高办学品质;坚持扶优扶强,培育高水平私立大学的国家队;坚持体制创新,增强发展活力。Domestic academic circles have some misunderstandings on the research of private universities in the United States,including most of their funding sources coming from donations,having higher educational quality than public universities,having good policy environment and there being rapid development of for-profit universities.Such misunderstandings may be caused by substituting plane by point,use of outdated data or misquotation,and have created some misleading perceptions in practice.There are five main aspects in the development of private universities in the United States that are worth learning for our country:adhere to the national leadership and establish the development direction of private universities;adhere to the classification of“for-profit”and“non-profit”and respect the independent development choice by the universities;adhere to market-oriented and survival of the fittest principle and improve the quality of development;adhere to the support of the strong and foster a high-level national private university team;adhere to system innovation to enhance the competitiveness of higher education.
