民办高等教育公益性的保障:教育中介组织的社会责任

摘　　要：加快民办教育中介组织的合理构建与有效运作,是引导民办高校坚持公益性办学、促进民办高校分类健康发展的重要保障。作为教育公共治理的重要主体,民办教育中介组织具有协调各方关系、评估教育质量、引导行业自律、提供信息服务与决策咨询等功能。民办教育中介组织的功能与价值,决定了其在引导民办高校公益性办学中的作用是无可替代的。但在实践中,民办教育中介组织的发展面临着法规制度不健全、政府干预“失范”和组织“失灵”等障碍。为此,政府应在法规完善、政府职能转变和政策扶持等方面有所突破,积极培育和推动民办教育中介组织健康发展,使其在引导民办高校公益性办学中发挥积极作用。Accelerating the reasonable construction and effective operation of non-governmental education agencies is an important guarantee for guiding non-governmental institutions of higher learning to adhere to public welfare education and promote their classified and healthy development.As an important subject of public governance of education,non-governmental education agencies have the functions of coordinating the relationship between all parties,evaluating the quality of education,guiding industry selfdiscipline,and providing information service and decision-making consultation.The function and value of the education agency organization determine that their role in protecting the public welfare of non-governmental education is irreplaceable.However,in practice,non-governmental education agencies are faced with obstacles such as imperfect laws and regulations,government intervention and organization failure.Therefore,government should play a leading role and make breakthroughs in improving laws and regulations,and actively cultivate and promote the healthy development of non-governmental education agencies so as to enable them to effectively participate in the public welfare governance of non-governmental higher institutions of higher learning.
