我国整体及四大经济区域的金融安全评价指标体系的构建研究

摘　　要：随着金融业的发展,不断积累的金融风险将对我国的金融安全构成严重威胁,而金融安全是经济可持续健康发展的基础和重要保障。因此,有必要构建我国整体及各区域的金融安全评估体系。根据2011-2019年第三季度(共计35个季度)的数据,从宏观经济环境、财政和金融三个维度选取指标并运用熵值法进行赋权,对全国及四大经济区域的金融安全指数及其变化趋势进行了计算分析。研究发现:①观测期内全国金融安全指数在整体上呈持续下行趋势,尤其是在2011-2012年二季度间出现了大幅下降;②四大经济区域的金融安全指数在2011-2015年一季度间均呈下行趋势,在2015年二季度至2019年三季度间相对稳定但一直处于低位。研究表明,观测期内我国整体及各区域的金融安全水平都出现了令人担忧的下降态势,四大经济区域的金融安全指数变化走势均不同且呈现出区域差异性。With the development of financial industry,the accumulated financial risks will pose a serious threat to China's financial security,which is the basis and important guarantee for the sustainable and healthy development of the economy.Therefore,it is necessary to construct the financial security assessment system of our country as a whole and in all regions.Based on the data from the third quarter of 2011 to the 35th quarter(a total of 35 quarters),the financial security index and its trend of change were calculated and analyzed in the country and the four major economic regions by selecting indicators from the three dimensions of macroeconomic environment,finance and finance and using the entropy method for empowerment.The study found that the national financial security index showed a continuous downward trend during the observation period,especially in the second quarter of 2011-2012,and the financial security index of the four major economic regions showed a downward trend between the first quarter of 2011-2015,which was relatively stable but remained low between the second quarter of 2015 and the third quarter of 2019.The research shows that the financial security level of China as a whole and in all regions showed a worrying decline during the observation period,and the changes of the financial security index in the four major economic regions were different and showed regional differences.
