摘　　要：中国改革开放的经济发展进程与其政治体制的良好支撑密切相连,其中干部治理制度发挥了重要作用。官员交流制度是一项具有中国特色的制度,在改革开放以来进行了卓有成效的实践,成为一种引人注目的现象。经济学界近十多年来进行了有效的研究。本文对此进行了系统性梳理,分别提炼了官员交流的经济增长效应及其理论机制,重点探讨了官员的区际经济联系效应。这些研究丰富了公共经济学的激励理论、劳动经济学的政治劳动力市场理论,也拓展了主流经济学关于经济增长内在微观机制研究及资源配置的内在及微观机制的研究。中国官员交流的经济学研究仍然需要推进,特别是构建一个更具一般性和更加稳健的经济理论分析框架。The economic development process of China’s reform and opening up is closely linked with the good support of its political system.The cadre governance system has played an important role.The official rotation system is a system with Chinese characteristics.It has carried out fruitful practice since the reform and opening up and has become an eye-catching phenomenon.The economists have conducted effective research for more than a decade.This paper systematically sorts out the economic growth effects and its theoretical mechanisms of official rotation,the impact of official rotation on inter-regional economic linkages.These studies have enriched the incentive theory of public economics,the political labor market theory of labor economics,and also expanded the research on the internal and micro mechanisms of economic growth and resource allocation in economics.Economic research on the rotation of Chinese officials still needs to be advanced,especially to build a more general and more robust economic theory analysis framework.
