摘 要:针对浙江省大中型水库标准化管理创建验收中存在的问题,将模糊数学理论中的综合评判方法应用于浙江省大中型水库标准化管理评价中,提出了大中型水库标准化管理水平的因素集、权重集及评价集,建立了浙江省大中型水库标准化管理模糊综合评判决策的数学模型,利用数学模型对浙江省几个地区的大中型水库进行了标准化管理水平的二级评判。评判结果表明,原标准化管理创建验收采用百分制的评价方法存在不足,该模型计算成果所蕴含的信息丰富,能真实反映水库标准化管理水平,快速掌握水库标准化管理中存在的短板,对推进浙江省大中型水库标准化长效管理具有重要意义。In view of the problems existing in the establishment and acceptance of the standardization management of large and medium-sized reservoirs in Zhejiang Province,the comprehensive evaluation method of fuzzy mathematics theory was applied to the evaluation of the standardization management of large and medium-sized reservoirs.The factor set,weight set and evaluation set of the standardization management level of large and medium-sized reservoirs were put forward,and the mathematics model of the fuzzy comprehensive evaluation decision-making of the standardization management of large and medium-sized reservoirs in Zhejiang Province was established.The mathematical model was applied to evaluate the standardized management level of large and medium-sized reservoirs in several areas of Zhejiang Province.The evaluation results show that there are deficiencies in the evaluation method of centesimal grade used in the establishment and acceptance of the original standardized management.The information contained in the calculation results of the proposed model is rich,which can truly reflect the level of standardized management of reservoirs,and quickly grasp the existing short board in the standardized management of reservoirs.It is of great significance to promote the long-term standardized management of large and medium-sized reservoirs in Zhejiang Province.
