国内外绿色港口评价体系比较与借鉴

摘　　要：梳理比较中国《绿色港口等级评价指南》为核心文件的绿色港口等级评价体系和亚太绿色港口奖励计划(GPAS)、北美绿色海运(Green Marine)认证体系以及欧洲生态港(EcoPorts)认证体系等国外绿色港口评价体系,针对各评价体系的概况由来、关注重点、工作流程、国际认可度等分析异同,借鉴发达国家绿色港口评价与认证的先进经验,提出中国绿色港口评价体系的完善建议。Analysis and comparisons were made between several domestic and foreign green port evaluation systems,including China green port Rating System based on the documentation of"Evaluation Handbook of Green Port Rating",the EcoPorts environmental management standard in Europe,the Green Marine Environmental Programin North America,and the Green Port Award System(GPAS)in the Asia Pacific.Based on these evaluation systems general situation,origin,key focus,work flow,international reputation,and China domestic port adaption of them,their similarities and differences were analysed.By analyzing and studying the advanced experience in green port evaluation and certification in developed countries,advice on China′s green port rating system improvement has been made.
