缅甸和平进程视域下的“佤邦地方民族主义”初探

摘　　要：本文认为,缅甸佤邦一直在建构自身的民族主义以维护自身利益。在当前缅甸和平进程的背景之下,缅军与佤邦联合军的互信程度降低,产生“族际安全困境”,阻碍了和平进程的发展。随着中缅经济走廊建设的推进,中国是缅甸和平进程的重要利益攸关方,正加大在缅甸和平进程中的促谈劝和力度,以保证中缅经济走廊建设的顺利推进。本文立足中缅关系发展,运用政治人类学的方法及“族际安全困境”的概念进行分析,在当前缅甸和平进程的背景下,选用微观实例——佤邦联合军这支中国与缅甸之间“边地”的重要政治力量来探析佤邦联合军“地方民族主义”的表现及缅甸政府与外部世界的关系,认为这样可以更好地从微观到宏观的层面来理解缅甸和平进程的发展以及观察佤邦在缅甸和平进程中的利益诉求。This paper argues that Wa State in Myanmar has been building its own nationalism to safeguard its own interests.Under the background of the current peace process in Myanmar,the mutual trust between the Burmese army and the United Wa State Army has been reduced,resulting in the“ethnic security dilemma”and hindering the development of the peace process.With the advancement of the construction of the China-Myanmar economic corridor,China is an important stakeholder in the peace process of Myanmar,and is increasing efforts to promote peace talks in the Myanmar peace process,so as to ensure the smooth progress of the construction of the China-Myanmar economic corridor.Based on the development of China-Myanmar relations,this paper uses the political anthropology and the concept of“inter ethnic security dilemma”as its analyzing method.In the context of the current peace process in Myanmar,the paper selects a microscopic example——the United Wa State Army——an important political forces of the“frontier”,to analyze the performance of the“local nationalism”of the United Wa State Army and the relationship between the Myanmar government and the outside world.The paper also believes that it could be better to understand the development of the peace process in Myanmar and to observe the interests of the Wa State in the Myanmar peace process from the micro to the macro level.
