基于小城镇历史街区保护规划视角的市政工程规划措施研究——以屯溪老街为例

摘　　要：传统小城镇作为现代城市文明的发源地,其历史街区、传统建筑、文化习俗、地域特色和自然景观等要素,都随着城镇发展问题的凸显而亟需提升改造。因此历史文化街区的保护工作逐渐获得社会的广泛关注和重视,保护的理论方法及技术措施也随着时代的进步和保护工作的不断实践而有了新的认识和见解。本文以安徽省黄山市屯溪老街历史文化街区保护规划的编制为例,基于“保护”的视角,着重探讨在保护规划的框架体系下市政工程规划与传统的街区保护规划的技术思维融合,更好地开展小城镇街区可持续保护与发展的规划技术思维创新,实现一种渐进式更新的方式。进一步探讨和研究市政工程规划与历史遗存保留利用、设施品质提升、景观风貌协调等方面的耦合关系,阐述遵循小城镇道路街巷肌理、业态发展和建筑布局,以及遗存保护利用等条件下,适用于小城镇街区更新保护的市政工程规划技术应用方法。As the birthplace of modern urban civilization,traditional small towns,such as historical blocks,traditional buildings,cultural customs,regional characteristics and natural landscapes,are all in urgent need of upgrading and transformation as the problems of urban development become prominent.Therefore,the protection of historical and cultural blocks has gradually received widespread attention from the society,the theoretical methods and technical measures of protection have also gained new understanding and insights along with the progress of times and the continuous practice of protection.This article takes the protection plan for the historical and cultural block of Tunxi Old Street in Huangshan City,Anhui Province as an example.Based on the perspective of"protection",this article focuses on the integration of the technical thinking of municipal engineering planning and traditional block protection planning under the framework of protection planning,and better developing innovative thinking of planning technology for sustainable protection and development of small towns and blocks,realizing a gradual update method.
