我国扶贫资金对脱贫攻坚的总量与结构贡献研究

摘　　要：在我国脱贫攻坚战的收官之年,新冠肺炎疫情突然发生,恶化了经济形势,使得扶贫资金的供需压力同时增大。为了既能圆满完成“全部脱贫”的硬任务,又能节约有限的资金,需要尽可能地提升扶贫资金投入和使用的贡献。由于脱贫攻坚是多项举措的集合体,需采取科学的方法将扶贫资金的贡献从总体中剥离出来,对其应有贡献和实际贡献加以比较,据此判断其规模、结构安排是否合理。研究表明,我国扶贫资金为脱贫攻坚贡献了大量效能,但也有部分资金在总量和结构上没有做出应有的贡献,需采取有力措施使其“回归正途”。In the final year of China's fight against poverty,the COVID-19 pandemic suddenly broke out,which worsened the economic situation and increased pressure on the supply and demand of poverty alleviation funds.In order to complete the task of“lifting all the people out of poverty”and save funds,we need to maximize the contribution of poverty alleviation funds by monitoring its input and use.As poverty alleviation entails a whole set of measures,it is necessary to single out the contribution of poverty alleviation funds with scientific methods and compare their due and actual contributions,so as to judge whether the scale and structure of poverty alleviation funds are reasonable.The research shows that China's poverty alleviation funds have contributed much efficacy to its poverty alleviation,but some of them have not made their due contribution in terms of aggregate and structure.Effective measures should be taken to bring poverty alleviation funds back to the right track.
