校院二级治理能力对大学战略控制和执行的影响

摘　　要：大学战略管理水平是大学治理能力和现代大学制度建设的重要标志,战略目标实现和规划效能体现依赖于大学目标治理能力。本研究以S校为案例,开展学校和学院间的纵向比较,以及不同二级学院间的横向比较。通过量化指标分析,以及对二级学院负责人访谈,发现学科门类、传统优势、师生规模等均不是决定规划效能的决定性因素。激发学院内生动力的根本在于校院间的激励相容,增强目标治理的有效途径是强化战略控制,清晰界定校院两级权责利关系是完善大学内部治理结构、提升治理效能的基础。The university strategic management is an important symbol of university governance ability and modern university system construction.This study takes S university as a case to make vertical comparison between university and colleges,as well as the horizontal comparison among different colleges.Through the analysis of the quantitative indicators and the interview with the persons in charge of the colleges,it is found that disciplines,traditional advantages and the scales are not the decisive factors to determine the planning efficiency.The inspiration of internal motivation lies in the incentive compatibility between colleges and university.The effective way to enhance GBO is to strengthen strategic control,while clearly defining the relationship between rights,responsibilities and interests between colleges and university is the basis to improve the internal governance structure and governance efficiency.
