农业转型背景下土地整治流转耦合模式与保障机制辨析

摘　　要：推进土地整治和流转由初级向高级阶段发展,并以此构建土地整治流转耦合模式是传统农业向现代农业转型的重要路径。在界定农业转型内涵的基础上,以现代农业发展为导向,根据各类土地整治与流转模式特点,构建土地整治、流转与农业转型理论分析框架。在此基础上,提出"协调、互动、统筹"的土地整治流转耦合模式,并将其划分为政府主导型基础设施配套提升整治与出租流转模式、村集体主导型农业附属设施配套整治与转包流转模式、家庭农场主导型农田设施完善整治与租赁流转模式、企业主导型农业产业配套整治与入股流转模式和科技引领型绿色生态整治与多元流转模式5种类型。最后,为保障土地整治流转耦合模式的顺利实施,从拓宽资金来源渠道,鼓励多方参与土地整治;健全社会服务体系,规范有序推进土地流转;健全农业基础设施,推进现代农业快速发展;加强顶层制度设计,丰富多元现代农业类型等方面,提出助推中国农业转型的保障机制。通过创新土地整治与流转的运作模式,为推进中国农业转型和特色农业现代化的实现提供理论支撑。Promoting the development of land consolidation and circulation from the primary stage to the advanced stage,and building a coupling model of land consolidation and circulation is an important path for the transition of traditional agriculture to modern agriculture.On the basis of defining the connotation of agricultural transition,guided by the development of modern agriculture,and according to the characteristics of various land consolidation and transfer modes,the theoretical analysis framework of land consolidation,transfer and agricultural transformation is constructed.On this basis,five types of coupling model of land consolidation and circulation which is"coordinated,interactive and overall planning",is put forward.They are Government-led infrastructure upgrading consolidation and leasing transfer mode,village collective-led agricultural ancillary facilities supporting consolidation and subcontracting transfer mode,family farm-led farmland facilities improving consolidation and leasing transfer mode,enterprise-led agricultural industry supporting consolidation and share-in transfer mode and technology-led green ecological consolidation and multivariate circulation model.Finally,in order to ensure the implementation of the coupling model of land consolidation and circulation,we should broaden the sources of funds and encourage multi-party participation in land consolidation;improve the social service system and standardize and promote land circulation in an orderly manner;improve agricultural infrastructure and promote the rapid development of modern agriculture;strengthen the top-level system design and enrich diversified modern agriculture.Finally,this paper puts forward the safeguard mechanism to promote China’s agricultural transition.Through innovating the operation mode of land consolidation and circulation,it can provide theoretical support for promoting the transition of China’s agriculture and realizing the modernization of Chinese agriculture with characteristics.
