落实高校采购人主体责任机制探析

摘　　要：强化高校采购人主体责任是深化政府采购制度改革的要求,对采购管理从“程序主导”向“结果主导”转变具有积极的推动作用。该文分析了目前高校采购人责任主体不明、范围不清、责权利不够对等的现象,提出落实高校采购人主体责任需要从统一认识、机构设置、建章立制和绩效考评等方面予以保障,并给出了落实责任的闭环管理步骤。Strengthening the main responsibility of university purchasers is an important requirement of deepening the reform of government procurement system,which plays a positive role in promoting the transformation of procurement from“process-oriented”to“result-oriented”management.This paper analyzes the phenomenon of unclear responsibility subject,unclear scope and unequal responsibility and right of purchasers in colleges and universities.The paper points out that the guarantee of implementing the main responsibility of university purchasers includes the unified understanding,the establishment of institutions,the establishment of rules and regulations and the performance evaluation and puts forward the closed-loop management steps of implementing responsibility.
