我国农村体育精准扶贫改革路径分析

摘　　要：我国农村人口与体育供给不相匹配,这种不对称关系造成农村体育资源与农民需求的矛盾日益突出。通过体育赛事、体育设施、体育志愿者和体育公益,以及创建体育小镇、发展校园体育和体育旅游等重拳组合的精准扶贫行动,促进我国农村体育的发展。针对扶贫行动中出现的精准识别方法不科学、过于依赖体育行政部门、精准扶贫模式单一、保障机制不健全等问题,提出相应的改革措施:利用大数据建立识别体育贫困地区的机制,加强对扶贫对象实际需求的调查;提高体育扶贫的跨界与整合,构建长效的协同治理机制;根据农村资源“量身定制”,强化“体育+产业”,拉动体育消费;加强精准考核与精准管理,完善农村体育扶贫的保障机制。In China,the rural population and sports supply do not match,which leads to the contradiction between rural sports resources and farmers'demand.Through sports events,sports facilities,sports volunteers and sports public welfare,as well as the creation of a sports town,the development of campus sports and sports tourism,targeted poverty alleviation actions to promote the development of rural sports in China.In view of the problems such as unscientific precise identification method,too much dependence on sports administrative department,single precise poverty alleviation mode and imperfect guarantee mechanism in poverty alleviation actions,this paper puts forward corresponding reform measures:using big data to establish the mechanism of identifying sports poverty-stricken areas,strengthening the investigation of the actual needs of poverty-stricken objects,improving the cross-border and integration of sports poverty alleviation,and building long-term coordinated governance Management mechanism;according to the“customized”rural resources,strengthen“sports+industry”and promote sports consumption;strengthen accurate assessment and management,and improve the guarantee mechanism of rural sports poverty alleviation.
