摘　　要：我国西部边境牧区因其特殊的区位因素,在边疆民族地区的经济社会发展中具有重要的战略地位,其现代化治理进程关系到国家治理现代化整体目标的实现程度。在对西部边境牧区的地理范围进行界定与考量后,分别对新疆维吾尔自治区、西藏自治区、内蒙古自治区的经济、社会和政治的发展水平进行描述与评价,并重点分析三个自治区边境牧区的发展现状。在此基础上,着重比较新疆、西藏、内蒙古三个自治区及其边境牧区的区际差异,识别三个自治区边境牧区面临的不同重点问题,并结合上述各区的不同重点问题提出针对性的政策路径,识别各边境牧区治理工作中的重中之重,以求集中力量攻坚克难,助力该区域实现“五位一体”高质量可持续发展。Because of its special location factors,pastoral areas on the western border of China have an important strategic position in the economic and social development of ethnic minority areas in border areas,and their modernization governance process is related to the realization of the overall goal of national governance modernization.After defining and considering the geographical scope of the pastoral areas in western China,this paper describes and evaluates the economic,social and political development levels of xinjiang Uygur Autonomous Region,Tibet Autonomous Region and Inner Mongolia Autonomous Region,and analyzes the development status of the pastoral areas in the three autonomous regions.On this basis,the interregional differences of Xinjiang,Tibet and Inner Mongolia autonomous regions and their border pastoral areas were compared,and the different key problems faced by the border pastoral areas in the three regions were identified.Based on the different key issues in the above-mentioned regions,targeted policy paths are proposed to identify the top priorities in the governance of the border pastoral areas,so as to concentrate efforts to overcome difficulties and help the region achieve high-quality and sustainable development in the five-sphere integrated plan.
