摘  要:将港口群泊位资源结构性过剩问题分为空间和时间两个层面,通过静态分析和动态分析对两个层面的结构性过剩问题分别进行讨论求解。将共享经济的思想引入到港口群泊位资源结构性过剩问题的解决中,静态分析中建立多目标规划模型对港口群泊位资源利用空间结构性过剩问题进行求解,动态分析中建立双层规划模型对时间结构性过剩问题进行求解。设计了具有实数编码矩阵和多变异窗口宽度属性的遗传算法和具有双门限值的双层迭代算法对两类模型进行求解。静态分析和动态分析的结果均说明:在允许增加一定陆上运输和港口装运成本的条件下,港口群内泊位资源共享的目标可以实现,且在泊位资源共享时,货物的等待时间和堆存成本将会降低,从而使得整体物流成本的增加稳定可控;上述结论在动态分析部分得到进一步证明。The problem of structural surplus of berth resources in port group is divided into two levels:space and time.The structural surplus problems in two levels were discussed and solved respectively through static analysis and dynamic analysis.The idea of shared economy was introduced to solve the problem of structural excess of berth resources in port group.A multi-objective programming model was established in static analysis to solve the problem of structural excess of berth resources in port group.A bilevel programming model was established in dynamic analysis to solve the problem of structural excess of berth resources in time group.A genetic algorithm with real number encoding matrix and multi-mutation window width attributes and a double-threshold double-level iteration algorithm were designed to solve the two kinds of models.The results of both static analysis and dynamic analysis show that under the condition that certain land transportation and port shipping costs were allowed to increase,the goal of berth resource sharing within the port group can be achieved,and when berth resources were shared,the waiting time and storage cost of goods can be reduced,thus makes the increase of overall logistics cost stable and controllable.The above conclusions were further proved in the dynamic analysis part.
