摘　　要：当前,积极老龄化的政策对国家层面的城市老年设施规划标准提出了新的需求。针对现状情况,住房和城乡建设部组织了一系列涉及老年设施的规划标准修订和研究工作,并将《城市公共社会福利设施规划规范预研究》列为标准研究课题,城市老年社会福利设施是其中的重要内容。结合课题研究成果,对国家层面的城市老年设施规划标准修订工作进行再思考。基于我国深度老龄化发展情况,在梳理国内外积极老龄化理论及实践的基础上,分析判断未来我国养老服务体系转变发展的主要趋势。在对标政策发展新要求的背景下,结合现行规范在实施中存在的主要问题,以积极应对老龄化为目标,对新时代国家层面城市老年设施规划标准展开研究,并提出总体思路、关键技术和政策优化建议。At present, the policy of active-aging highly requires the planning standards of urban elderly facilities at the national level. According to the current standard situation, the Ministry of Housing and Urban-Rural development has organized a series of revision and research on planning standards related to elderly facilities. The urban social welfare facilities for the elderly is an important part of the research topic "urban public social welfare facilities planning standard pre-research" as set. Based on the research results, this paper rethinks the revision of the planning standards for urban elderly facilities at the national level. Based on the development of China’s serious aging issue, this paper analyzes and judges the main trend of the transformation and development of China’s pension service system in the future based on combing the theory and practice of active aging at home and abroad. Under the background of the new requirements of policy development, with the main problems existing in the implementation of the current norms, in order to actively respond to the aging issue, this paper studies the planning standards of urban elderly facilities at the national level, and puts forward the overall ideas, key technology response and policy optimization suggestions.
