摘 要:运用数据包络分析方法(DEA)分析评价2010—2018年北京市智慧城市建设投入-产出效率.结果显示,效率方面,整体效率值虽然有所波动,但总体上呈现逐步上升的趋势,纯技术效率的变化较小,规模效率的增长比较明显,整体效率的提升主要源于规模效率的不断提升;投入冗余方面,规模无效的决策单元,各项投入指标均有投入剩余的情况,具有一定的改进空间.建议未来智慧城市建设工作要重视投入产出效率评价,减少投入冗余;扩大企业规模,实现规模收益;注重人才培养,加强技术研发.The approach of Data Envelopment Analysis(DEA)was used in this paper to evaluate the overall production efficiency,technical efficiency and scale efficiency of Beijing smart city construction from 2010 to 2018.The results show that there is a growing trend in overall efficiency.Meanwhile,the change of technical efficiency is relatively small,and the improvement of overall efficiency mainly comes from the continuous growth of scale efficiency.For the decision making unit with invalid scale,all the input indexes have the situation of input surplus,which has the corresponding improvement space.In the future,in the job of smart city construction,first,we should pay attention to input-output efficiency evaluation and reduce input-redundancy.Second,the scale of the enterprises should be expand and then realize the return on scale.Third,personnel training and technology research should be strengthened.
