摘　　要：目的构建基于综合服务能力和中医药特色的中医医院评价体系初步方案。方法确定评价对象(476家三级中医医院)及数据期范围(上一自然年数据)。采用专家咨询与文献调研相结合的方法进行指标选取、指标赋权、制定评价细则。结果评价指标体系结构:综合服务能力18个指标,总权重占比64.56%;中医药特色6个指标,总权重占比35.44%。评分细则:将指标分为达标类指标和发展类指标,并分别确定评分方式。结论本评价方案的指标体系经过专家论证,具有代表性,可操作、可测量,主观赋权法是适合本研究的指标赋权方法。Objective To build a preliminary scheme of evaluation system for TCM hospitals based on comprehensive service capacity and TCM characteristics.Methods The evaluation objects(476 third-level TCM hospitals)and the scope of the data period(data from the previous calendar year)were determined.The method of expert consultation combined with literature research was used to select indexes,determine weight and make detail rules of evaluation.Results Evaluation index system structure:18 indexes for comprehensive service ability,with the weight accounting for 64.56%;6 indexes for TCM characteristics,with the weight accounting for 35.44%.Detailed rules of evaluation:indexes were divided into target indexes and development indexes,and the scoring methods were determined respectively.Conclusion The index system in this evaluation scheme has been demonstrated by experts,which is representative,operable and measurable.Subjective weighting method is the most suitable one for this study.
