摘　　要：在传统行政管理模式向多元公共治理模式转变过程中,对经济和效率的崇拜使得公共利益的实现面临巨大挑战。政府购买公共服务作为将市场机制引入公共管理领域的重要举措,在理论上有助于满足社会公众的需求,但却存在公共部门过度依赖市场的可能性,容易导致公共利益受损。在政府购买公共服务实践领域,通过引进需求导向的供求机制、建立基于绩效的竞争机制、健全政府主导的责任机制、完善公众参与的决策机制等途径,才能实现政府购买公共服务中的公共利益。In the process of transforming the traditional administrative management model to the pluralistic public governance model,the worship of economy and efficiency makes the realization of public interest face huge challenges.Government purchasing public services as an important measure to introduce market mechanism into the field of public management is theoretically helpful to meet the needs of the public,but there is the possibility that the public sector will overly rely on the market,which can easily lead to the damage of public interest.In the practice field of government purchasing public services,only by introducing demand-oriented supply and demand mechanism,establishing performance-based competition mechanism,improving government-led accountability mechanism,and improving public participation decision-making mechanism,can the public interest in government purchasing public services be realized.
