摘　　要：加快实施自由贸易区战略是新一轮对外开放的重要内容,中国水产品贸易面临新的发展机遇。自由贸易协定推进中国水产品贸易环境便利化,促进水产品外贸方式转型。在自由贸易区和跨境电子商务政策叠加背景下,研究中国水产品跨境电子商务发展模式和特征,对于中国水产企业外贸方式转型具有积极的现实意义。沿海省份自由贸易区针对水产品国际化自由贸易,开展监管政策创新和通关便利化措施。通过监管前置、自由贸易协定联网认证、指定口岸建设和优化报关流程等系列创新性举措,提升鲜活水产品通关效率,优化水产品跨境贸易营商环境。本研究通过对自由贸易试验区建设的制度创新和开放合作,为水产品参与国际市场“外循环”提供借鉴。贸易便利化有利于推动国内水产企业整合提升产业链,促进企业开展电子商务新业态,加快水产品国内市场“内循环”,满足国内水产品市场消费升级需求。Speeding up the implementation of the free trade zone strategy is a key part of the new round of China's opening up to the world,posing new opportunities to China's aquatic products trade.Free trade agreement promotes the trade environment of aquatic products in China,and facilitates the transformation of foreign trade mode of aquatic products.Under the superposition effect of free trade zone and cross-border e-commerce policy,research on the development mode and characteristics of Chinese aquatic products cross-border e-commerce has positive practical significance for the transformation of foreign trade mode of Chinese aquatic enterprises.In view of the international free trade of aquatic products,coastal free trade zones carry out regulatory policy innovation and customs clearance facilitation measures.Through a series of innovative measures such as advanced supervision,network certification of free trade agreements,construction of designated ports and optimization of customs declaration process,customs clearance efficiency of fresh aquatic products will be improved and business environment for cross-border trade of aquatic products will be optimized.The contribution lies in the institutional innovation and open cooperation in the construction of the pilot Free Trade Zone,which creates favorable conditions for aquatic products to participate in the"external circulation"of the international market.Trade facilitation is conducive to promoting the integration of domestic aquatic enterprises,upgrading the industrial chain,promoting enterprises to carry out new e-commerce formats,speeding up the"internal circulation"of domestic aquatic products market,and meeting the upgrading of consumption demand for domestic aquatic products market.
